Fiper action plan

In order to reach Kyoto protocol goals by 2020, Fiper aims at:

- Promoting 300-500 new district-heating networks by biomasses fuel.  Production plant power station estimated of 5-10 MW thermal and 1-2 MW electrical able to satisfy the energetic need of 1.5 million people in mountain areas in Italy.

- Boosting biogas plant system integrating the German model forbidden by the Italian legislation, which considers biomasses as a waste and not as a precious resource.

-Fostering the production of renewable electrical energy by co-generation systems in order to achieve the best energetic efficiency.

- Increasing the market attractiveness of efficiency’s  title issued  by electrical market manager concerning biomass power station.

- Encouraging energetic authority to give to co-generation thermal power companies the possibility to choose between previous period of obtain efficiency energy title (green certificate) and Kwh produced equivalent.

- Diversifying efficiency titles according to the source used

- Using combustion ashes as agricultural fertilizing
