The fifth meeting of the REDII Committee on the Sustainability of Biofuels, Bioliquids and Biomass Fuels has been scheduled for 10 March. On the agenda is the approval of the implementing act for voluntary scheme standards. Given the numerous delays on this vote, it is uncertain whether this will be resolved at the next meeting. The ITRE Secretariat has confirmed that the deadline for tabling amendments to the Markus Pieper’s Draft Report is 15 March at 12:00 instead of the originally scheduled date of 8 March. Bioenergy Europe has obtained a leak of the Draft Communication by the European Commission on a Joint European Action for more affordable, secure and sustainable energy. The ITRE committee rapporteur Niels Fuglsang (DK, S&D) published the draft report on the Energy Efficiency Directive (EED) recast. The report will be presented in the committee meeting of 3 March and MEPs can table amendments on the draft until 8 March. The deadline for the consideration of amendments is 20 April, and the adoption of the report is expected in June (dates might be subject to changes). Si è tenuto in data odierna l’osservatorio permanente di ARERA con l’obiettivo di avviare il confronto tra i diversi stakeholder, il Regolatore, RSE sulle prospettive di sviluppo del teleriscaldamento sostenibile e flessibile.
E’ stata l’occasione per Righini, presidente FIPER, per illustrare le potenzialità del teleriscaldamento a biomassa legnosa, un’opportunità di sviluppo dell’economia dei territori montani e rurali. Un’alternativa reale al carobolletta, alla transizione del fossile al rinnovabile soprattutto nel Bel Paese che dispone di ingenti quantità di biomasse legnose altrimenti inutilizzate.
Un ampio spazio inoltre è stato dedicato dall’intervento del dott. Mazzocchi di RSE sui servizi al sistema in termini di programmabilità e flessibilità che questa risorse offre, nonché i relativi vantaggi in termini ambientali.

FIPER esprime grande soddisfazione per l’inserimento nel decreto Milleproroghe in corso di approvazione di uno specifico emendamento che consente di dare continuità agli investimenti per la realizzazione di impianti di produzione di energia elettrica alimentati a biogas al fine anche di favorire lo sviluppo dell’economia circolare nel settore agricolo.
Questo risultato si è raggiunto – commenta Federica Galleano, Vice-Presidente FIPER biogas – anche grazie al lavoro di sensibilizzazione che la nostra Federazione ha saputo realizzare nei confronti di tutti i parlamentari che si sono prodigati per raggiungere questo importante obiettivo e a cui va il nostro ringraziamento oltre che a tutti gli altri attori del settore con cui si è lavorato in modo proficuo per ottenere un risultato fondamentale per dare continuità ad un settore che ancora una volta sta dando importanti segnali di innovazione in un momento particolarmente delicato in cui il costo dell’energia sta creando grandi problemi sia alle famiglie che alle imprese.
L’emendamento consentirà di sostenere gli investimenti a favore delle aziende agricole che hanno in progetto di realizzare impianti di biogas di piccola taglia fino a 300 kW in attesa che vengano pubblicate le procedure d’asta previste dai decreti di cui all’articolo 1, comma 6, del decreto legislativo 8 novembre 2021, n. 199, di recepimento della Direttiva (UE) 2018/2001.
Ora sarà importante – conclude Galleano – dare seguito a questa importante iniziativa anche con una serie di revisioni al Decreto Biometano che FIPER ha proposto attraverso “l’Appello Biometano” che è stato inviato dalla nostra Federazione ai Ministri competenti e che più di mille aziende che operano nel settore agricolo e agroalimentare hanno sottoscritto condividendo le proposte di FIPER.
The ITRE committee is expected to release a draft report on the revision of the Renewable Energy Directive written by Markus Pieper (EPP, DE). In discussing the report MEP Pieper has said that forest management “cannot be defined uniformly throughout Europe,” and that his “report therefore, deletes the proposal for a delegated act to implement the cascading principle.” For more information, please contact Daniel Reinemann.
The AGRI committee published the second part of amendments tabled on the revision of the REDIII. Several MEPs advocated for a fairer framework to ensure bioenergy operators are aligned with the transition. A more detailed analysis and planned next steps will be shared soon. The second revision of the Renewable Energy Directive has now been released to the Council. This document shows where current negotiations in the Council are on REDIII and more changes are expected. Preliminary observations of the current document include modifications to the GHG savings criteria, exemption threshold, no-go areas, and the cascading use of biomass, all of which are moving in the right direction. The ITRE committee published its amendments to the draft opinion for the Emissions Trading System. A number of them refer to the alteration of a threshold to exclude installations with 95% of emissions from sustainable biomass from the EU ETS (130, 131, 132, 133). The ENVI committee presented its draft report last week. Bioenergy Europe has, in cooperation with Euroheat & Power, forwarded this week a proposition of amendments to key MEPs proposing to increase the exclusion threshold for biomass.
